ORANGE COUNTY, N.Y.—A $30 million state-funded road modernization project has begun in Warwick, Florida, and Goshen. Improvements to the neglected roadways include new sidewalks, curbing, drainage, and a roundabout.
State Sen. James Skoufis, Assemblymember Karl Brabenec, and other local politicians applauded the beginning of the project at a press conference on July 15 in front of the Warwick Village Hall.
“I am thrilled to see this extremely impactful project get underway,” Skoufis said in a press release. “The Hudson Valley’s state roads have been historically underfunded, resulting in unacceptable driving conditions. That’s why local leaders and I have pushed so hard to move this project along: Significant stretches of road resurfacing, construction to address traffic patterns in congested locations, and improvements to drainage systems so our roads aren’t washed away every time it rains.”
The main objective is repaving 14 miles of State Routes 94/17A from the New Jersey state line to the Town of Goshen and State Route 94 to Durland Road. Other upgrades include a new roundabout at the intersection of 94 County Road 1A and Reservoir Road, new sidewalks on Oakland Avenue in the Town of Warwick, and new traffic signals. The roundabout is likely to improve the flow of traffic.
Some smaller pedestrian improvements like street lights, crosswalks, and pedestrian signal equipment will be added. New culverts are being added to flood-prone areas.
The construction and road work has already started, with preparation and utility work in progress. The project is expected to end in late fall or early winter of 2026. The road paving will be focused on in the 2026 construction season, while other improvements are happening now.
Skoufis said he hopes people can be patient with traffic until the renovation of the roads is finished.
“Sometimes it takes a little bit longer to get through these stretches, and people are then upset about those delays and those detours,” he said. “So we encourage people to please be patient as this work does happen.”
The state-sponsored road improvements are happening at the same time as infrastructure improvements made by the Town of Warwick. Warwick Town Supervisor Jesse Dwyer gave details about Warwick’s parallel development at the press conference.
Warwick will spend about $12 million over the next 2 years on local infrastructure. The project will replace culverts, fully redo the Janes Street bridge in Florida, and tackle other infrastructure problems.
Of the $12 million, only $25,000 will be from the town’s property tax, according to Dwyer. The rest of the funding is from the state or federal government. This money and project are completely separate from the $30 million dollar state project. The projects are coincidentally taking place at the same time, and so their effects on traffic will be as well.
Roads in Orange County have long been an issue in the public eye. Both Skoufis and Brabenec said that the top issue their offices get calls about is road conditions.
“No. 1 on the list of phone calls that our office takes is problems with the roads, the state roads in particular, potholes, craters,” Brabenec said.

Gov. Kathy Hochul said in a press release that the $30 million project “is part of our ongoing commitment to create 21st Century transportation infrastructure that focuses on the needs of communities across the Hudson Valley.
“By creating a state-of-the-art roundabout, miles of multi-modal access to town and village centers, and building for future tourism, we are enhancing safety and easing travel to the many popular destinations that this fast-growing region has to offer.”
